  • Member of the Office of Rail Regulation (ORR) investigation team following the Network Rail possession overruns at Christmas 2007 / New Year 2008.
  • Audit and verification of the development, implementation and embedment of new working practices within Network Rail to prevent a recurrence.

Following the possession overruns at Rugby, Liverpool Street and Shields Junction over the Christmas / New Year period 2007/8, SML was appointed by Halcrow to lead the technical advisory team in support of the ORR investigation. The investigation team were tasked with carrying out a comprehensive review of the circumstances surrounding the overruns and producing initial findings by the end of January 2008 that would then inform any action that the ORR would take in respect of penalties for breach of Network Rail’s Network Licence.
